Periodic broadcast callback.

This is periodically called from the 'Network' thread context. This allows for broadcasting custom packets via UDP and/or HTTP post.

Parameters

`buffer`	Buffer to hold the custom broadcast data
`max_length`	The maximum length of the supplied buffer
