The IPv6 Hop Limit value.

Only applies if mAllowZeroHopLimit is FALSE. If 0 , IPv6 Hop Limit is default value OPENTHREAD_CONFIG_IP6_HOP_LIMIT_DEFAULT . Otherwise, specifies the IPv6 Hop Limit.
